The fee applies to every parcel from outside the EU and EFTA from Sunday, whatever the value of the items.
The fee is charged for each category of item in a parcel, so three caps, four T-shirts and two belts come to 6 euros. It comes on top of a 3 euro tax on parcels worth under 150 euros, in place since July.
Small parcels into the EU in 2025
5.9 billion parcels
Nearly 5.9 billion small parcels entered the EU in 2025, four times the 2022 total, and 93 per cent came from China.
Platforms and sellers owe the fee, but they can bill it to shoppers. Small-parcel flows have dropped about 64 per cent since July, though Brussels says it is too early to draw conclusions.
