Diesel deal: Russia’s wealth fund to help the US Treasury with payments
The US Treasury asked the Russian Direct Investment Fund to “facilitate payments and solve tactical issues” in the diesel deal, said Kirill Dmitriev, who heads the fund and is Vladimir Putin’s investment envoy.
“Brainstorming sessions are already under way regarding how to lift these sanctions – that is exactly what the United States is currently working on,” Dmitriev told an energy conference in Moscow on Friday.

Dmitriev said the Graham Act, a US sanctions and tariff law about to come into force, would effectively prohibit investment co-operation between the two countries.
Ukrainian President Volodymyr Zelenskyy warned in Brussels that gas deals would follow, then sanctions relief for banks and the chemical industry. He said the world cannot accept such deals with Russia.
