Russia launches a registry of people under restrictive measures

Among the 12 listed

  • Mikhail Khodorkovsky, ex-Yukos head
  • Ekaterina Shulman, political scientist
  • Yevgeny Chichvarkin, businessman
  • Boris Zimin, philanthropist

The Justice Ministry's registry listed 12 people by the evening of Oct 23, among them Mikhail Khodorkovsky, Ekaterina Shulman and Yevgeny Chichvarkin.

The measures include frozen bank accounts, no online banking, no registering of property or vehicles, and no consular services abroad.

Who it targets

The law covers Russians living abroad who were convicted in Russia, including for "discrediting" the army, and rights group First Department says it effectively strips emigrants of their citizenship.
