Romania's Intelligence Service says the Sep 14 fire in Brasov was part of a wider sabotage campaign coordinated by Russia. There was no immediate comment from Moscow, which has denied such accusations.
Three people were involved, two Belarusians and a Ukrainian living in EU countries. Two were remanded in custody in Germany; the third is still at large in Poland.
Background
Romania's agency says recruits are found on social media and first paid for harmless tasks like photographing targets. Similar incidents have hit defence sites in Bulgaria, Germany and Italy.
