UN inquiry says Russian attacks on Ukraine's energy system are war crimes

A UN commission of inquiry told the General Assembly that Russia has hit heating plants, power lines and gas facilities since autumn 2022, weaponizing the cold of winter.

Lowest temperature last winter

-21 °C

In the winter of 2025-2026, with temperatures down to -21 °C, millions lost heat, electricity, water and gas. The commission said commanders knew the heating facilities were essential to civilians.

"The attacks have intensified once again," said commission chair Erik Mose, as the cold season approaches.
