Ukraine's parliament votes to tax small parcels bought abroad

MPs who voted for the bill

252 votes

The Verkhovna Rada passed the bill with 252 votes on Oct 15. It adds value-added tax to goods bought on foreign online marketplaces, whatever their price.

Purchases up to 150 euros

Platform pays the VAT

Gifts up to 45 euros

No VAT

For purchases up to 150 euros, the marketplace itself charges and pays the VAT, while non-commercial parcels worth up to 45 euros stay tax-free.

Why it matters

Finance Minister Serhiy Marchenko warned in September that without this law Ukraine would not get a second tranche of EU aid. The country expects US$29.5 billion from Western partners by the end of 2026.
