On Oct 9, Washington and Moscow agreed on a deal for the United States to buy several hundred thousand tonnes of Russian diesel. On Oct 14, Ukraine's army reported limits on its access to the Starlink satellite network, which guides its drones.

Donald Trump said Thursday it is harder to work with President Volodymyr Zelensky than with Vladimir Putin, and again called for him to be replaced. Zelensky said he feels betrayed and called the Starlink limits a serious mistake.

Ukraine also fears the United States could stop sharing intelligence, which Washington denies. A Ukrainian military analyst said losing it would not be easy, but would not be the end of the world.
