Finland seeks one million anti-personnel mines

The treaty Finland left

Ottawa Convention

Finland stopped being bound in January by the Ottawa Convention, a treaty that aims to eliminate anti-personnel mines. It joined in 2012 and announced its withdrawal in April 2025, citing a worsening security climate.

Budget for one million mines

100 million euros

The plan would spend 100 million euros on the mines, with contracts signed by the end of 2027 and production running by 2028.

“It would be useful in many ways if Finnish companies produced the anti-personnel mines in Finland.”

— Col. Riku Mikkonen, Finnish Army Command

Also left the treaty

  • Estonia
  • Latvia
  • Lithuania
  • Poland

Estonia, Latvia, Lithuania and Poland also quit the treaty, citing the potential threat from Russia, which shares a border of about 1,340 km with Finland.
