What's next

The White House has prepared since April to keep advancing Trump's agenda by executive power if Democrats win Congress, including new tariffs on critical minerals and wind turbines and tighter visa rules, according to a White House official and two people familiar with the plans.

Control of the Senate would let Democrats block nominees, and congressional investigations cannot be sidestepped by executive action. White House lawyers have sought a Justice Department opinion on shielding some communications with private advisers from scrutiny.
