Ottawa to publish a national security strategy, the first in over 20 years

A senior adviser to Prime Minister Mark Carney told MPs the government hopes to release it within a week or two. He said all risks have grown in an increasingly turbulent world.

What to expect

The strategy will take a whole-of-society approach and put more weight on Canada's economic security, a Privy Council Office spokesperson said.

Expected to cover

  • Espionage
  • Terrorism
  • Foreign interference
  • Protecting the economy

It is expected to address espionage, terrorism, foreign interference and the protection of Canada's economy.

Background

Work stalled in March 2025, an internal government memo said, because many of its assumptions no longer held after US tariffs and repeated threats to make Canada a US state.
