Quebec premier wants to open the session without the lieutenant governor

Background

The National Assembly's rules have the lieutenant governor speak before the premier's opening speech. Paul St-Pierre Plamondon wants to give his without her.

Ways around the rule

  • Motion to set aside the rule
  • Temporary replacement rule
  • Parties agree to depart from it

Three options are being weighed: two need a vote that cannot happen before the session opens, and the third needs every member to agree.

Some Liberals say the Constitution must be respected until the premier launches a process toward independence.
