Ontario delayed inspections of two career colleges that later failed

Court records show the Ministry of Colleges and Universities sent inspection notices to two Academy of Learning campuses on Oct 1, 2024, but began in-person inspections only in July and August 2025. Both schools were approved to take OSAP-funded tuition for another year before they received a "fail".

Growth in OSAP applications, Bay Street campus

642 % growth

An industry group warned in Jan 2025 that OSAP applications grew 642 per cent at the Bay Street campus and 527 per cent at Brampton East between 2022 and 2024, while most career colleges were flat.

What we know

  • Inspections found signs others did coursework
  • Both schools deny any wrongdoing

Not yet

  • Whether OSAP was misused: nothing proven in court

Provincial inspections found evidence suggesting third parties completed coursework, sometimes entire courses in one day. No misuse has been proven in court, and the schools deny any wrongdoing.

And us?

Ontario has paused OSAP payments to students at all 242 private career colleges during a broader review. Opposition parties want Colleges and Universities Minister Nolan Quinn fired, but Premier Doug Ford says he has done "an incredible job".
