Ontario got more than 220 complaints about three private colleges before the OSAP freeze

Court documents show the province received the tips and complaints over 2½ years. Some allege recruiters filled out financial aid applications and completed online coursework for students.

North York applications from one IP address

57 % of OSAP applications

At one Toronto-area campus, 3,460 OSAP applications for 2025-26, about 57 per cent, came from a single IP address, the documents allege.

The colleges' operators deny wrongdoing and say new on-campus application rules could explain the pattern. The ministry says it saw the pattern before those rules. None of the allegations has been proven in court.

Background

Minister Nolan Quinn froze OSAP payments to all private postsecondary institutions in early October, after suspicious activity at six Greater Toronto Area colleges. The matter was referred to the Ontario Provincial Police.
