A year in, Montreal's mayor has yet to deliver on key promises

Average 2027 property tax rise in the boroughs

8.75 %

Borough budgets for 2027 show property tax increases averaging 8.75 per cent, nearly triple the rise in the cost of living. Mayor Soraya Martinez Ferrada had promised to hold increases to inflation, and this week she could no longer commit to it.

More than 200 tents have gone up along Notre-Dame Street despite a moratorium on dismantling encampments. About 3,000 warming-centre places will be offered this winter, and $28 million in emergency aid was announced last week.

Promises still in progress

  • Revised affordable-housing bylaw: still awaited
  • Airbnb plan for principal residences: not in place
  • Body cameras: tender issued for 3,500 officers
  • Bike network: audits of four bike paths under way

Several other promises are still pending, from housing rules to the Airbnb plan, and police body cameras will roll out over several years.

What's next

The city's 2027 budget is due in late November. The mayor has warned it will be difficult, and it should show whether the bike network keeps growing.
