Ontario alleges thousands of OSAP applications came from one IP address

More than half of the OSAP applications at two Academy of Learning campuses for 2025-26 came from a single IP address each, the ministry alleges in court filings. The school has previously denied wrongdoing, and nothing is proven in court.

At the North York campus, 3,460 of 6,070 applications came from one IP address, the ministry alleges; at Brampton East the share is 52 per cent.

The ministry says it has had more than 220 tips and complaints about the three campuses since Jan 1, 2024. They include claims that recruiters submitted applications and did coursework for students.

Provincial OSAP grants to career colleges nearly doubled to about $1 billion in 2024-25. Ontario has paused payments to private colleges, ordered an audit and referred the matter to the Ontario Provincial Police.
