Champagne says Thursday's federal budget will change Canada's growth model

The finance minister told business leaders in Toronto on Monday that the budget is about "changing Canada's growth model". The government is focused on unlocking private investment and boosting productivity, which has lagged for years.

What we know

  • The budget is tabled Thursday
  • A productivity mega-deduction is planned

Not yet

  • Details of a sovereign wealth fund
  • Private investment in airports

Champagne said big measures such as a productivity "mega-deduction" can help a local café buy a coffee machine and help get an oil pipeline built. He did not say whether the budget will add details on two ideas.

What business groups want

  • Tax reform and competitiveness
  • Less red tape
  • Faster project approvals
  • Tariff relief and trade stability
  • Skilled labour and training

Business groups have sent Ottawa their wish lists, with tax reform, less red tape and tariff relief at the top.

What's next

Champagne said the budget is more about building the economy than about the trade war with the United States. Prime Minister Mark Carney said teams from both countries will work in the coming weeks toward a trade deal.
