Canadian dentist detained by ICE in Minnesota is freed on a federal judge's order

Dr. William Lizardo, 32, of Mississauga, Ontario, was arrested by ICE on Oct 23 after a green card interview. Judge Michael J. Davis ruled that his arrest and detention violated his constitutional rights.

His green card application was rejected in January over a missing certified Ontario document, and notices for later hearings were sent to a wrong address. He never received them and missed the hearings, though he had reported each move to the post office and US immigration services.

An immigration court cancelled his removal order on Oct 28 after finding he had not been properly notified. The judge found ICE had no reason to believe he would flee and ordered his immediate release.
