Ontario bars three career colleges from student aid until at least 2030

Three Academy of Learning locations

3 more years without OSAP

Colleges and Universities Minister Nolan Quinn has blocked three Academy of Learning locations from the Ontario Student Assistance Program (OSAP) for three more years. In May, six schools had been blocked for 2026-27 alone.

Officials allege in court documents that inspections found signs third parties were completing coursework, sometimes entire courses in one day. None of the allegations have been proven in court, and the schools call the decision unreasonable and procedurally unfair.

2021-22

996 students on OSAP

2024-25

7,435 students on OSAP

The Academy of Learning's Bay Street location went from 996 students on OSAP in 2021-22 to 7,435 in 2024-25, when its students qualified for more than $108 million in provincial grants.

After auditors from KPMG raised "serious concerns", the province referred the matter to the Ontario Provincial Police and paused OSAP payments to all private post-secondary institutions during the audit.

Also affected by the pause

  • Canada's National Ballet School
  • McMaster Divinity College
  • Toronto Film School
  • Chiropractic and naturopathic colleges

The pause also hits students at Canada's National Ballet School, McMaster Divinity College and the Toronto Film School, as well as chiropractic and naturopathic colleges.

What's next

Quinn says he is working on low-interest loans from financial institutions for affected students, but has given no timeline.
