The Parti Québécois won 59 of the National Assembly's 125 seats in the Oct 5 election, five short of the 64 needed for a majority.

The members pledged loyalty to the people of Quebec only, and premier-designate Paul St-Pierre Plamondon said no governing party had skipped the oath to the monarchy before.

We will work for Quebec and only for Quebec.
