Parti Québécois candidate Stephan Fogaing was first declared the loser by 10 votes. After a judicial recount he won by three.
Liberal candidate Affine Lwalalika says ballots with faint pencil marks outside the circle were rejected, even with a clear X inside. She says voters' intent was unmistakable.
What's next
The law allows no appeal of a recount. A challenge before three Quebec Court judges is possible only for irregularities or fraudulent electoral tactics.
